1. SPILL IS OCCURRING AT LOWER COLUMBIA AND LOWER SNAKE RIVER PROJECTS TO PROVIDE NON-TURBINE FISH PASSAGE. (SEE TELETYPES ENTITLED "FISH OPERATIONS").
2. IF SPILL ABOVE THAT OUTLINED IN THE MOST CURRENT "FISH OPERATIONS" TELETYPES, FOLLOW THE SEQUENCE OUTLINED BELOW TO DISTRIBUTE SURPLUS SPILL DUE TO LACK OF LOAD. FOR FORCED SPILL DUE TO LIMITED CAPACITY OR STORAGE, SEE PARAGRAPH 5.
A. SPILL TO 120% TDG DURING THE DAYTIME ONE PROJECT AT A TIME IN THE FOLLOWING ORDER: JDA, MCN, LMN, LGS;
A1. IF DAYTIME SPILL AT LMN IS EXPECTED TO EXCEED 20 KCFS, USE NIGHTTIME SPILL PATTERN AND SPILL UP TO 120% TDG (30 KCFS).
BJORN REPORTS NO IMPACT TO ADULT PASSAGE WITH THIS PATTERN.
A2. IF DAYTIME SPILL IS EXPECTED TO EXCEED 25 KCFS AT LGS,
USE NIGHTTIME SPILL PATTERN AND SPILL UP TO 120% (45 KCFS).

(1) FOR LACK OF CAPACITY SPILL AT BONNEVILLE, SPILL AS FOLLOWS: IF NOT POSSIBLE TO MAINTAIN THE 75 KCFS
LEVEL DURING DAY, HOLD THE SPILL LEVEL BELOW 100 KCFS AS LONG IN THE DAY AS POSSIBLE BEFORE INCREASING SPILL.
SPILL TO 120% TDG DURING THE NIGHTTIME (ABOUT 170 KCFS). IF MORE SPILL IS NEEDED AT NIGHT TO ENSURE REACHING THE 75 KCFS DAYTIME SPILL LEVEL, SPILL UP TO 125% TDG (ABOUT 210 KCFS). (SPILLING TO THE 125% TDG LEVEL WAS
AGREED UPON AT THE MAY 6 TMT MEETING).
5. FOR FORCED SPILL AT OTHER PROJECTS DUE TO LACK OF CAPACITY OR STORAGE, TRY TO MINIMIZE DURATION AND MAGNITUDE OF SPILL (TO MINIMIZE TDG LEVELS) BY USING TEMPORARY STORAGE UNTIL IT IS EXHAUSTED.
6. THIS TELETYPE IS CONSISTENT WITH INSTRUCTION IN THE "FISH OPERATIONS" TELETYPES AND IS CONSISTENT WITH THE DRAFT 1998 DISSOLVED GAS MANAGEMENT PLAN. RCC POC'S ARE BOLYVONG TANOVAN AND MARY TODD UHLIR.
