The confidence rating is used to quickly display the quality of the data to the user.
When the graphs are generated every hour, the data is also checked for missing or invalid values. The invalid and missing values are counted and a reliability for that graph is computed. The reliability number is then used to decide which reliability rating to display above the graph.
